News From Turkey PEGAZ Will lnvest 50 Million Dollars in Malatya We talked with Turgay Zorlu, the General Manager of Pegaz, about the stage reached in Malatya, the distribution tender of which was held in 2005, the public interest in noturol gas, and the investments planned for the coming years. Zorlu stated that until the present, they have invested 20 million dolıars, and that the total investment will be around 50 miliion doliars. Malatya natural gas distribution tender was held in July 2005, and the tenderwasgranted to Peker Construction, in return for a price of 0.037' cents/kwh. The company was given the distribution license on October 20, 2005, and on July 28, the transfer from Botaş was completed. Pegaz started to hold coordination meetings with the local administration, after contacting them on April l 2, 2006. Turgay Zorlu explains that they have asked for information from the authorities in the city regarding the infrastructure of the city; however, they could not receive the assistance they expected, as there were no such figures available. 'We asked for this information from the Water and Sewage Works, TEDAŞ, Telekom and NATO'. Only NATO sent the reıevant drawings. We continued with the coordination meetings tor some time. We had contacts from all organisations. We decide where we shall carry out the works. Before entering the determined routes, we wanted to make sure by drilling test wells. We drilled test welis with 25-30 m interva ıs. However, we stili encountered difficulties. The routes underground did not have a certain route, they were laid randomly. This is a shortcoming from the post. We starting laying steel pipes on April 12, 2006 under these conditions. We started excavating for the polyethylene pipes on May 12." Arguing Over Shares Of The Nuclear Power Plant As the government is bringlng up the construction of a nuclear power plant to cover the potential energy deficit in the medium term, arguments continue over the private sector's demand that the share of the public should be at the 70 per cent leveı . While the private sector demands that the share of the public at the plant should be high for reasons such as obtaining the financing necessary for the construction, the sale of the power to be produced, operational advantages and facilitating the partnership process of foreigners, Minister of Energy and Natural Resources Hilmi Guler announced, "We do not have such an amount in mind. However, !here will be a certain amount of public share, and it is thought to be around 20 to 30 per cent. But, right now, any domestic or foreign company can build the entire planı by itself' as well. ı mean, something like 70 percent is not even an issue here." in accordance with the advice the Ministry of Energy has received from the domestic companies interested in the Nuclear power f planı in early July, the Public will have a sigl nificant share in the Projeci despite the gov1 ernment prefers otherwise. The first power plant, for which construction is planned to 1 commence in 2007, is slated for Sinop. How1 ever, the Ministry of Energy keeps Mersin Akkuyu, where preparations have been completed and aıı analyses have been carried out, among the alternative locations in the case of a demand from the private sector. The Ministry of Energy had conducted meetings and briefed the representatives of the private sector and had received recommendations from 14 domestic firmsincluding Koç, Sabancı, Doğuş, Alarko, Çalık, Enka, Zorlu and Tekfen groups for the nuclear power planı. While work is in progress regarding the model to be applied for the nucıear planı and the bili drafted is carried on under the coordination of Prime Ministry Undersecretary Ömer Dinçer, ali work is aimed to be completed in a short while.
