ENERGY GROUP The electrical energy crisis which was in the agenda of Turkey since years has started to be spelled out by the authorities now. Turkey nee . ds to invest annually US$2-2,5 billion for o capacity increase of 2,000 MW every year. The expectation for the increase of energy demand of the year 1 996 has been 10% with respect to 1 995. However, the increase within the first 4 months was 1 4%, which lead everybody to o concern for "dark days". The same concern now drives the industrials to generate their electrical energy needs. There are 1 3 autoproducers of 333 MW installed capacity, generating 637 milliön kwh annually at present, and 37 new candidates have applied to the Ministry of Energy and Natural Resources for installing 9 1 4 MW power plants to generate 5.4 billion kwh. Despite all encouragement of the present statues to the local and foreign private investors and the desire of the investors, there isn't any remarkable application in the power sector. Hence, any difficulty in the practical applica tions should be resolved starting with those that are less complicated, and priority should be given to applications already permitted under the present legislation. The Built-Operate-Turnover (BOT) model of investment needs an entity taking over the task of coordination with different authorities in Turkey. Moreover, the issue of whether private sector involvement in electrical energy sector is o concession or not should be resolved. Autoproducing companies are regulated by the Law No. 3096 of 1 984 and its subsequent regulations. A recent change in the regulations have brought o partici incentive in the tariffs for selling of excess energy to the National Dogol Gaz Derg,sı 160 Grid, and in the wheeling charges. The Ministry of Energy and Natura! Resources is authorized in permitting the installation and operation of autoproducers. The autoproducing model is the only legislation that al lows capacity expansion of Turkey in the short run. Hence, the autoproducers should be given similar incentives to those of the BOT model, since the autoproduction is o contribution to the country's needs and moreover it is o more efficient use of primary energy sources. lnvestors, not necessarily'users of energy, should be al lowed to participate in the autoproducing model, which will draw companies, who are reluctanf to invest in fields other than their business !ine, to invest in the energy se.ctor. The phases of implementation will cover o permitting proc ess through the Ministry, bidding, construction and commissioning of the installation. The installation will have to operete in parallel with the National Grid. lf the shareholders (customers) are far from the plant, than their needs may be wheeled through the fransmission systems of TEAŞ, TEDAŞ or Entrusted Com panies.
